Wet cooling towers generate visible plumes when they exceed the saturation limit especially by cold wet weather conditions, this occurs especially with low mechanical draft cooling towers.  Because of their low construction profile, fog can spread at ground level and lead to limited visibility and icy conditions in residential areas and on traffic routes.

In order to eliminate this problem, cooling towers use the principle of combined wet and dry cooling. In this system an intense mixing of the air streams from the dry section and the wet section of the cooling tower takes place to obtain discharge air conditions which will avoid the development of plumes.
